Service Description
The European Settlement Map 2017 (ESM2p5m) is the latest release of the European Settlement Map (ESM) produced in the frame of the URBA project (WPK 1193). The ESM products have been financed by the Directorate-General for Regional and Urban Policy (DG REGIO) and exploit the Copernicus core 003 dataset made of satellite images SPOT5 and SPOT6 ranging from 2010 to 2013. The first ESM product was released in July 2014, followed by peer-revived publication of a built-up layer with an unprecedented detailed resolution and a gap free European wall-to-wall coverage. Two years later (in 2016), the ESM2016 was released. The built-up accuracy improved through a benchmarking process with population data (GEOSTAT 2011 v2), ensuring as much as possible consistency between residential population and built-up. The 2017 ESM release is a new step ahead, with an augmented detail and higher resolution (2.5m), which includes 11 new classes in addition to built-up. The new ESM2p5m classes complement the built-up landscape with new variables such as green, water, streets, and railways organized in two macro groups: in the built-up area and out of the built-up area. The ESM2p5m offers new opportunities in Earth observation related research. The 2.5m resolution allows studying urbanisation and related features across Europe in urban and rural areas, from continental to country perspective, from regional to local, until single blocks. The report describes ESM2p5m’s features and presents the results of the validation process.

The European Settlement Map is a spatial raster dataset that is mapping human settlements in Europe based on SPOT5 and SPOT6 satellite imagery. It is published with two associated data layers. It has been produced with Global Human Settlement Layer (GHSL) technology by the European Commission, Joint Research Centre, Institute for the Protection and Security of the Citizen, Global Security and Crisis Management Unit. This work has been partly financed by the Directorate General of Regional and Urb an Policy, European Commission. The European Settlement Map 2016 (also referred as 'EUGHSL2016') represents percentage of built-up area coverage per spatial unit using 2012 satellite images. The GHSL method uses machine learning techniques in order to understand systematic relations between morphological and textural (pantex) features, extracted from the multispectral and panchromatic (if available) bands, describing the human settlement.

It is a measure for the reliability of the grassland class assignment and indicates to which degree grassland could be separated from other vegetated land cover types (see Figure 2). The probability index is directly related to the EO data situation: while dense time series of meaningful scenes will lead to high classification reliabilities, poor data situations will provide low probability index rates. An optimum data scenario is used to calibrate the index to the range of 1- 100%.

PLOUGH is derived from historical bare soil time series (up to 6 years) of multi-temporal optical HR imagery. Primary EO data sources were Landsat 8 OLI and Landsat 5 TM data. Framework service contract for the Copernicus Land monitoring services: High Resolution land cover characteristics for the 2015 reference year. Small woody landscape features are important vectors of biodiversity and provide information on fragmentation of habitats with a direct potential for restoration while also providing a link to hazard protection and green infrastructure, amongst others. VHR imagery (DEIMOS-2, Pleiades 1A, Pleiades 1B, GeoEye-1, SPOT 6, SPOT 7, WorldView-2, WorldView-3 images from 2015) made available in the ESA Copernicus DWH will be the main data source for the detection of small woody features identifiable within the given image resolution. The Small Woody Features (SWFs) layer contains woody linear, and small patchy elements, but will not be differentiated into trees, hedges, bushes and scrub. The spatial pattern shall be limited to linear structures and isolated patches (patchy structures) on the basis of geometric characteristics. Additional Woody Features (AWFs) are also included in this product. They consist of woody structures that do not fulfil the SWF geometric specifications but which are connected to valid SWFs structures.

Service Description
The Copernicus HRL Forest defines Tree Cover Density as the „vertical projection of tree crowns to a horizontal earth’s surface“ and provides information on the proportional crown coverage per pixel. This information is derived from multispectral High Resolution (HR) satellite data using Very High Resolution (VHR) satellite data and/or aerial ortho-imagery as reference data. Tree Cover Density is assessed on VHR sources by visual interpretation following a point grid approach and subsequently transferred to the HR data by a linear function.

The combined Water and Wetness product is a thematic product showing the occurrence of water and wet surfaces over the period from 2009 to 2015. This layer is based on multi-temporal and multi-seasonal optical high-resolution Landsat data, image coverages (HR IMAGE2009, HR IMAGE2012 and HR IMAGE2015 from the ESA DataWare House, DWH), the Copernicus space and contributing Missions (SPOT, IRS), whereas HR IMAGE2015 serves as geometric reference for all satellite data. In addition, this layer is also based on radar information (Sentinel-1 data) with a geometric resolution of 10m on a pan-European basis. Hence, a multitude of optical and SAR imagery is ingested over a prolonged time series of 7 years. The main Water and Wetness (WAW) product with defined classes of (1) permanent water, (2) temporary water, (3) permanent wetness and (4) temporary wetness. The products show the occurrence of water and indicate the degree of wetness in a physical sense, assessed independently of the actual vegetation cover and are thus not limited to a specific land cover class and their relative frequencies.

The products show the occurrence of water and indicate the degree of wetness in a physical sense, assessed independently of the actual vegetation cover and are thus not limited to a specific land cover class and their relative frequencies.

The “Water and Wetness Probability Index” (WWPI) layer is an additional product for expert users and indicates the occurrence of water and / or wet areas (with saturated soil moisture content) during a prolonged part of the year over a number of years. The index is derived from support layers calculated from seasonal compositesin which each pixel in a given layer is classified as “dry”, “wet” or “(open) water”. Based on the same seasonal composites as applied for the classification of water and wetness, the WWPI is derived for each “column” of pixels in the stack. The WWPI is calculated according to the number of WATER and WET occurrences, the latter with a weighting factor of 0.75 (this value was confirmed after the analysis of the streamlining results), divided by the total number of valid observations (sum of WATER, WET and DRY occurrences). The resulting product assembles the water and wet occurrence as an index on a scale between 0 (only dry observations) to 100 (only water observations).

Service Description
This includes wetlands both associated or not to permanent water bodies, wetlands with macrophyte vegetation cover or without vegetation, peatlands and coastal wetlands. Not considered are temporary water-logged areas, permanent water surfaces and wet agricultural fields, including rice fields. Due to the highly dynamic seasonal character of many wetlands, a time series of satellite images is used in a complex workflow that is very closely related to the production of the water bodies HRL.

Service Description
The LUCAS survey, carried out by EUROSTAT on a three-yearly basis since 2006, focuses on the state and the dynamics of changes in land use and cover in the European Union. The survey is carried out in-situ; a large number of observations are made and registered throughout the EU. In 2012, all 27 EU countries have been covered and over 270,000 points have been analysed on different land cover types (cropland, grassland, forest, built-up areas, transport network, etc.). On these points, the surveyors have examined the land cover and land use, irrigation management and structural elements in the landscape. In addition, a 500 gr top-soil sample is taken in one out of 10 points. These samples are analysed in a laboratory and used for purposes related to assessing environmental factors, such as updating European soil maps, validating soil models, and measuring the quantity of organic carbon in the soil which is an important factor influencing the climate change.
